Introduction
The India UAE Dholera partnership became a major headline in January 2026 after India and the
United Arab Emirates announced investment cooperation for the development of Dholera Special
Investment Region in Gujarat.
The announcement mentioned an impressive list of infrastructure:
But there is an important detail that buyers, investors and even some news headlines can easily miss:
The January 2026 agreement was a Letter of Intent for investment cooperation. It did not mean
that every infrastructure item listed in it received a new project-level sanction, construction
contract or UAE investment commitment on that date.
The official India–UAE joint statement described the Dholera relationship as a potential UAE
partnership and said the listed infrastructure was part of the envisioned partnership.
At the same time, some of those projects—particularly the airport and railway—have their own separate
Government of India approvals and implementation timelines.
That makes the correct question not simply:
“What did India and the UAE announce?”
It is:
“Which Dholera projects are already independently confirmed, and which parts of UAE
participation are still proposed?”
What Is the India–UAE Dholera Agreement?
On 19 January 2026, the Government of Gujarat and the UAE Ministry of Investment signed a
Letter of Intent to pursue investment cooperation for development of Dholera Special
Investment Region.
The official outcome document said the envisioned partnership could include an international airport,
pilot training school, MRO facility, greenfield port, smart urban township, railway connectivity and
energy infrastructure.
The Letter of Intent itself is confirmed.
However, it should not be interpreted as proof that the UAE had already financed, contracted or
received final implementation approval for every project on that list.
What Exactly Was Signed on 19 January 2026?
The agreement was signed during the official visit of UAE President Sheikh Mohamed bin Zayed Al
Nahyan to India on 19 January 2026.
The official list of outcomes identifies it as a:
Letter of Intent on Investment Cooperation between the Government of Gujarat and the Ministry
of Investment of the United Arab Emirates for development of Dholera Special Investment
Region.
Its objective is to pursue UAE investment cooperation in the development of Dholera SIR.
This wording matters.
It establishes formal government-to-government investment intent and gives the two sides a
framework within which projects can be explored.
But there is a difference between:
“India and UAE have agreed to pursue investment cooperation in Dholera”
and:
“UAE has approved and funded every listed Dholera project.”
Only the first statement is supported by the January announcement.
How Much UAE Investment in Dholera WasConfirmed in 2026?
This is another area where headlines need to be read carefully.
The official January 2026 Dholera Letter of Intent did not announce a single Dholera-specific UAE
investment value covering the airport, MRO, port, rail, township and energy projects.
The official outcome document lists the sectors that could form part of the partnership but does not
attach individual investment amounts to them.
India and the UAE announced other major investment initiatives during 2026, but those should not
automatically be counted as UAE investment Dholera 2026 unless the official announcement explicitly
links the money to Dholera.
For example, during Prime Minister Narendra Modi’s May 2026 UAE visit, ADIA and India’s NIIF were
reported to be exploring investments of up to US$1 billion in India’s infrastructure sector.
That was a broader India infrastructure announcement—not a statement that US$1 billion had been
allocated to Dholera.
This distinction prevents two separate announcements from being incorrectly combined.
Is Dholera International Airport Part of the UAE Agreement?
Yes, the international airport is listed as one of the infrastructure areas envisioned under the
India–UAE Dholera partnership. But the Dholera airport itself was already an approved Indian
project before the 2026 LoI.
The Cabinet Committee on Economic Affairs approved Phase I of the Dholera greenfield airport in June
2022.
The airport is being implemented through Dholera International Airport Company Limited, a joint
venture involving the Airports Authority of India, Government of Gujarat and NICDIT.
By 14 July 2026, the Ministry of Civil Aviation reported that overall construction was approximately 80%
complete.
The runway, taxiway and ATC tower were reported as complete, while approximately 75% of the
terminal building work had been completed.

Dholera Airport = confirmed and under construction.

UAE investment or an operating stake in Dholera Airport = not established merely by the January
LoI.
That is an important distinction.
What Is the Proposed Dholera MRO Facility?
MRO means Maintenance, Repair and Overhaul.
An aircraft MRO facility performs specialised maintenance ranging from inspections and component
work to major aircraft servicing and overhaul.
The January India–UAE announcement specifically included an MRO facility among the strategic
infrastructure envisioned for Dholera.
The story progressed further in July.
During his review of Dholera International Airport on 14 July 2026, Union Civil Aviation Minister Ram
Mohan Naidu referred to specialised Maintenance, Repair and Overhaul hangars on-site and said
the facilities would support MRO activities connected with the C-295 aircraft ecosystem.
That provides stronger evidence that MRO capability is part of Dholera’s aviation-development direction.
But it still does not answer every question.

Is a Pilot-Training School Coming to Dholera?
There is now a real Flying Training Organisation development process at Dholera Airport—not
merely a line in the January UAE announcement.
The Airports Authority of India published an official tender in March 2026 for “Establishing Flying
Training Organizations (FTO) at Dholera Airport.”
The tender provided for a long-term concession arrangement for development and operation of the
training infrastructure.
The process later advanced further.
Flywings Simulator Training Centre Limited announced that it had received a Letter of Intent from AAI
dated 5 August 2026 to establish an FTO at Dholera Airport.
Importantly, the company itself stated that establishment of the FTO remains subject to the relevant
agreements, conditions and approvals.
So the answer depends on how the question is framed.
Is a New Greenfield Port Approved in Dholera?
This question needs an especially careful answer.
The January 2026 India–UAE LoI mentions a greenfield port, but the LoI itself should not be
described as a fresh final approval for a UAE-backed Dholera port.
There is also an older and separate Dholera port development history.
A Gujarat Government information page lists Dholera as a greenfield port project and records a
Gujarat Maritime Board Letter of Intent to Dholera Port Ltd. It also states that a Detailed Project Report
had received GMB approval and environmental clearance had been obtained.
The same state page lists revised DPR preparation and land-acquisition activity in the project’s status.
That means two different stories should not be mixed together:
What has not been established by the LoI alone is that a new UAE-backed port received final financial
closure, a construction award or a confirmed UAE operator in January 2026.

“UAE-approved Dholera Port construction confirmed”
would go further than the official India–UAE announcement supports.
What Does “Energy Infrastructure” Mean in theIndia–UAE Agreement?
The January 2026 joint statement includes energy infrastructure among the areas envisioned for
cooperation.
But it does not identify one particular Dholera energy project, capacity, technology, developer or
investment amount.
That makes it important not to turn a broad category into a specific announcement.
This range is important.
The Crystal Matrix semiconductor Gujarat project is therefore not centred on one consumer product.
Its underlying technology can potentially feed multiple display markets—from very large professional
screens to extremely compact wearable displays.
For example, Dholera already has its own existing energy and renewable-energy development
ecosystem.
But that does not mean every solar, power-distribution or green-energy project in Dholera has suddenly
become part of a UAE investment programme.

What About the Smart Urban Township?

and urban region.
The India–UAE statement does not mean that the entire existing Dholera smart-city programme was
transferred to or funded by the UAE.
Instead, a smart urban township is one of the infrastructure areas that the two sides said could form
part of the envisioned UAE partnership.

The India–UAE partnership is strategically important for Dholera.
But it does not mean that every private property in or around Dholera:
